Legal Department of the Ministry of Health and social development The Russian Federation considered, within its competence, a letter on the application of certain provisions of the order of the Ministry of Health of the USSR dated January 29, 1988 No. 65 “On the introduction of industry standards for the free issuance of workwear, safety footwear and other personal protective equipment, as well as standards for sanitary clothing and sanitary footwear” (hereinafter referred to as Order No. 65) and reports the following (in the order of the questions asked).

The Legal Department of the Ministry of Health and Social Development of the Russian Federation is not given the right to provide explanations on this issue, so we are reporting the opinion of the department’s specialists.

1. In accordance with Article 209 Labor Code Russian Federation means of individual and collective protection of workers are technical means used to prevent or reduce the impact of harmful and (or) hazardous production factors on workers, as well as to protect against pollution.

Sanitary clothing, sanitary footwear and sanitary supplies, in our opinion, are not personal protective equipment in the sense given to this concept by labor legislation, since their use is determined not only by the need to protect the worker, but also by the need to ensure sanitary and hygienic requirements when interaction of an employee with other persons, maintaining an appropriate sanitary and epidemiological regime in a medical organization, etc.), and therefore the issuance of sanitary clothing, sanitary footwear and sanitary supplies cannot be considered as the issuance of personal protective equipment.

Appendix No. 2 “Norms for the free issuance of sanitary clothing, sanitary footwear and sanitary supplies to employees of institutions, enterprises and healthcare organizations” to Order No. 65 states that sanitary clothing, sanitary footwear and sanitary supplies are issued to workers and employees for the duration of work in addition to workwear, safety shoes and other personal protective equipment provided for in Appendix No. 1 to Order No. 65.

Currently, sanitary clothing, sanitary footwear and sanitary supplies are issued to the relevant categories of workers medical organizations in addition to personal protective equipment, the issuance of which is provided for by Decree of the Ministry of Labor of Russia of December 29, 1997 No. 68 “On approval of Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to employees” (hereinafter referred to as Resolution No. 68).

Thus, with the adoption of Resolution No. 68, Appendix No. 2 to Order No. 65 has not lost force and continues to be applied.

2. Resolution of the Ministry of Labor of Russia dated December 31, 1997 No. 70 approved the Standards for the free issuance of warm special clothing and warm special shoes to workers in climatic zones that are common for all sectors of the economy (except for climatic regions specifically provided for in the Standard Industry Standards for the free issuance of special clothing, special shoes and other personal protective equipment for maritime transport workers; civil aviation workers; workers carrying out observations and work on the hydrometeorological regime of the environment; permanent and variable composition of educational and sports organizations Russian Defense Sports and Technical Organization (ROSTO)) (hereinafter referred to as Resolution No. 70).

Paragraph 2 of Resolution No. 70 states that with its adoption on the territory of the Russian Federation, the Norms for the free issuance of warm special clothing and special footwear to workers and employees in climatic zones that are common for all sectors of the national economy (except for climatic regions specifically provided for in the Standard Industry Regulations) do not apply standards for the free issuance of special clothing, special shoes and other personal protective equipment to workers and employees of maritime transport; workers and employees of civil aviation; workers and employees carrying out observations and work on the hydrometeorological regime of the environment; permanent and variable composition of educational and sports organizations DOSAAF USSR) , approved by resolution of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions of December 8, 1982 No. 293/P-19, with amendments and additions approved by resolutions of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions of June 10, 1986 No. 213/P-6 and of March 9, 1987 No. 147/P-3 (hereinafter referred to as the Norms).

Since the Norms were contained in Appendix No. 3 to Order No. 65, Appendix No. 3 actually lost force and is not subject to application.

3. The form of the personal card for recording the issuance of personal protective equipment was approved by order of the Ministry of Health and Social Development of the Russian Federation dated June 1, 2009 No. 290n “On approval of Inter-industry rules for providing workers special clothing, special footwear and other personal protective equipment,” in connection with which Appendix No. 5 to Order No. 65, containing the personal card form approved by the Central Statistical Office of the USSR dated December 25, 1978 No. 1148 (standard interdepartmental form No. MB-6), does not apply .

When permanent job in high mountain areas: at an altitude of 1000 to 2000 m above sea level, warm special clothing and special shoes are issued for the wearing periods established for regions of the III climatic zone; at an altitude of 2000 m above sea level and above - for the wearing periods established for regions of the IV climatic zone.

4. Workers and employees engaged in outdoor work in winter in areas classified as II, III, IV and special climatic zones, in addition to warm special clothing provided for by the Standard Industry Standards or relevant industry standards, are issued electric heating complexes for special clothing of the “Penguin” type "with a stationary power source for a wear period of 24 months.

5. Workers and employees for whom the Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment provide for the free issuance of warm special clothing with a period of wear “at the waist” (cotton jacket with an insulating lining, cotton trousers with an insulating lining), in in areas not classified as climatic zones, in winter they are issued, respectively, a lavsan-viscose jacket with an insulating lining, and lavsan-viscose trousers with an insulating lining for a wear period of 36 months.

INSTRUCTIONS
ON THE PROCEDURE FOR PROVIDING WORKERS AND EMPLOYEES WITH SPECIAL CLOTHING, SPECIAL FOOTWEAR AND OTHER PERSONAL PROTECTION MEANS

Approved by Resolution of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions dated May 24, 1983 N 100/P-9 with editorial clarifications introduced by resolutions of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions dated March 21, 1987 N 177/P-4.

1. General Provisions

1.1. In accordance with Article 63 of the Fundamentals of the Legislation of the USSR and Union Republics on labor in work with hazardous working conditions, as well as in work performed in special temperature conditions or associated with pollution, workers and employees are given free special clothing, special shoes and other personal protective equipment.

1.2. Special clothing, special footwear and other personal protective equipment are issued to workers and employees of those professions and positions that are provided for in the relevant industries, workshops, areas and types of work of the Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, approved by resolutions of the USSR State Committee for Labor and social issues and the All-Union Central Council of Trade Unions, or in the relevant industry standards introduced on the basis of the Model Councils of Ministers of the Union Republics, ministries and departments of the USSR.

Special clothing, special shoes and other personal protective equipment are issued to workers and employees in accordance with established standards and wearing periods, regardless of what sector of the national economy these production facilities, workshops, areas and types of work are located in.

1.3. Workers and employees whose professions and positions are provided for in the Standard Standards for the free issuance of special clothing, special footwear and other personal protective equipment for workers and employees of cross-cutting professions and positions in all sectors of the national economy and individual industries, special clothing, special footwear and other personal protective equipment are issued regardless of what industries, workshops and areas they work in, unless these professions and positions are specifically provided for in the relevant Model Industry Standards.

1.4. The names of the professions of workers and positions of engineering and technical workers and employees, provided for in the Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, are indicated in accordance with the Unified Tariff and Qualification Directory of Work and Professions of Workers, Qualification guide professions of workers, communication workers and junior service personnel not included in the Unified Tariff and Qualification Directory of Work and Professions of Workers, for whom monthly salaries are established, the Qualification Directory of Employee Positions and others regulations.

1.5. In accordance with paragraph 3 of the Council Resolution by the Minister of the USSR dated June 11, 1959 N 629<*>changes and additions to the established standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, taking into account local production and climatic conditions, can be made by the Councils of Ministers of the Union Republics, ministries and departments of the USSR in agreement with the State Committee of the Council of Ministers of the USSR on Labor Issues And wages <**>and the All-Russian Central Council of Trade Unions.

The proposals for approval of changes and additions to these norms are accompanied by:

Justification of the need to introduce certain changes and additions to the standards, developed with the involvement of relevant research institutions;

Data on the number of employees in respect of whom the question of introducing changes and additions to the standards is raised, as well as on the material funds and funds required for these purposes.

1.6. Heads of enterprises, institutions, organizations<***>in some cases, in accordance with the peculiarities of production, they can, in agreement with the trade union committee and technical labor inspector, replace: a cotton overall with a cotton suit or robe and vice versa, a cotton suit with cotton overalls with a shirt (blouse) or a sundress with a blouse and vice versa, a cloth suit with a cotton suit with fire-retardant or acid-proof impregnation and vice versa, a canvas suit, a cotton suit with fire-retardant or water-repellent impregnation, leather boots (shoe boots) with rubber boots and vice versa, leather boots (shoe boots) with tarpaulin boots and vice versa, felt boots with tarpaulin boots.

Any other replacement of some types of workwear and special footwear with others can only be carried out in the manner established by paragraph 3 of the Council Resolution by the Minister of the USSR dated June 11, 1959 N 629.

1.7. In cases where such personal protective equipment as a safety belt, dielectric galoshes and gloves, a dielectric rubber mat, safety glasses and shields, a respirator, a gas mask, a protective helmet, a balaclava, a mosquito net, a helmet, shoulder pads, elbow pads, self-rescuers, antiphons, plugs , noise-protective helmets, light filters, vibration-proof gloves and others not specified in the Standard Industry Standards or in the relevant industry standards, they can be issued to workers and employees by the heads of enterprises in agreement with the trade union committee, depending on the nature and conditions of the work they perform for the period of wear - up to wear or as "on duty".

2. The procedure for filing applications for special clothing, special footwear and other personal protective equipment, their acceptance and storage.

2.1. Providing enterprises with special clothing, special footwear and other personal protective equipment should be carried out on the basis of applications for these purposes compiled annually and sent to logistics authorities or other relevant organizations<*>.

Applications must be drawn up taking into account the number of workers and employees in the professions and positions provided for in the Model Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees or in the relevant industry standards.

In applications, the administration of the enterprise must provide special clothing and special shoes for men and women, indicating the name of special clothing, special shoes, GOSTs, OSTs, technical conditions, models, protective impregnations, fabric colors, sizes, heights, and for helmets and safety belts - standard sizes.

Logistics authorities check the correctness of applications submitted by enterprises and their compliance with the current Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees and the number of employees by profession and position.

2.2. Acceptance of each batch of special clothing, special footwear and other personal protective equipment received at the enterprise's warehouse must be carried out by a commission of representatives of the administration and the trade union committee, which draws up a report on the quality of the received clothing, footwear and personal protective equipment, their compliance with the requirements of GOSTs, OSTs and technical specifications , as well as applications sent to territorial departments of logistics or other relevant organizations. The composition of this commission is approved by a joint decision of the administration and the trade union committee.

2.3. Special clothing, special footwear and other personal protective equipment that do not meet the requirements of GOSTs, OSTs and technical specifications are subject to return with appropriate complaints being submitted in the prescribed manner to the supplier, who must send the customer, in return for the rejected ones, special clothing, special footwear and other personal protective equipment suitable for use. protection.

2.4. If necessary, enterprise managers may involve relevant specialists in the commission for the acceptance of special clothing, special footwear and other personal protective equipment to determine the quality and suitability of these personal protective equipment.

2.5. For special clothing accepted from suppliers, a stamp (emblem) with the image of the company’s logo and the inscription of the short name of the company is applied to one of the parts (chest pocket, sleeve, back, etc.) with indelible paint in a contrasting color. The size of the stamp (emblem) must be at least 8 cm x 8 cm (or diameter 8 cm).

The collar, collar of the jacket and the lining of the trousers' waistband are stamped with indelible paint - the employee's personnel number.

2.6. Special clothing, special shoes and other personal protective equipment arriving at the enterprise’s warehouses must be stored in separate dry rooms, isolated from any other items and materials, sorted by type, size and protective properties.

2.7. Special clothing made of rubberized fabrics and rubber shoes should be stored in darkened rooms at temperatures from +5° to +20° C with a relative air humidity of 50-70% at a distance of at least one meter from heating systems.

3. The procedure for issuing special clothing, special shoes and other personal protective equipment

3.1. Special clothing, special shoes and other personal protective equipment issued to workers and employees must correspond to the nature and conditions of their work and ensure labor safety.

3.2. Special clothing, special shoes and other personal protective equipment issued to workers and employees are considered the property of the enterprise and are subject to mandatory return: upon dismissal, upon transfer in the same enterprise to another job for which special clothing, special shoes and other personal protective equipment were issued are not provided for by the standards, as well as at the end of the wearing period in exchange for new special clothing, special shoes and other personal protective equipment received.

3.3. The issuance of materials for their production or sums of money for their purchase in exchange for special clothing and special footwear is not permitted.

In exceptional cases, when issuing special clothing and special footwear established by the norms on time and purchasing them in connection with this by the employees themselves, the enterprise administration is obliged to reimburse employees for the costs of purchasing special clothing and special footwear at state retail prices and capitalize the special clothing and special footwear as equipment of the enterprise .

3.4. The enterprise is obliged to replace or repair special clothing and special shoes that have become unusable before the expiration of the established wear period for reasons beyond the control of the worker or employee.

Such replacement is carried out on the basis of a corresponding act drawn up by the administration with the participation of a representative of the trade union committee.

3.5. In the event of loss or damage to special clothing, special shoes and other personal protective equipment in the designated places of their storage, for reasons beyond the control of workers and employees, the enterprise administration is obliged to issue them with other serviceable special clothing, special shoes and other personal protective equipment.

3.6. Special clothing, special shoes and other personal protective equipment that have been used can be issued to other workers and employees only after washing, dry cleaning, disinfection and repair. The period for wearing them is established by the commission provided for in paragraph 2.2. of this Instruction, depending on the degree of wear of the specified personal protective equipment.

3.7. Special clothing, special shoes and other personal protective equipment for collective use must be kept in the storeroom of the workshop or site and issued to workers and employees only for the duration of the work for which they are provided, or can be assigned to certain workplaces (for example, sheepskin coats for external posts, dielectric gloves for electrical installations, etc.) and transferred from one shift to another. In these cases, special clothing, special shoes and other personal protective equipment are issued under the responsibility of foremen and other persons from the administrative and technical staff.

Time limits for duty officers to wear special clothing, special shoes and other personal protective equipment in each specific case depending on the nature of the work and working conditions of workers and employees, they are established by the enterprise administration in agreement with the trade union committee.

At the same time, the terms of wearing special clothing, special shoes and other personal protective equipment on duty should not be shorter than the terms of wearing the same types of special clothing, special shoes and other personal protective equipment issued for individual use in accordance with the Model Industry Standards or relevant industry standards.

3.8. Warm special clothing and special footwear provided for by standard industry standards or relevant industry standards (cotton suits with insulating lining, cotton jackets with insulating lining, cotton trousers with insulating lining, jackets for protection against low temperatures, fur suits, sheepskin coats, sheepskin coats, felt boots, hats - earflaps, fur mittens, etc.) are issued to workers and employees with the onset of the cold season and with the onset of warm weather they must be handed over to the enterprise for organized storage until the next season. The time for using warm special clothing and special footwear is established by the enterprise administration together with the trade union committee, taking into account local production and climatic conditions.

3.9. Upon completion of the use of warm special clothing and special footwear, their acceptance for storage in order to avoid impersonality in the receipt of this clothing and footwear should be carried out according to a personal list. After storage, warm clothing and special shoes must be returned to those workers and employees from whom they were received for storage.

3.10. Students of course, group and individual forms of education, students of secondary vocational schools, vocational schools, technical schools, secondary schools, secondary special educational institutions and students of higher educational institutions for the duration of practical training (industrial training), instructors of advanced labor methods, as well as workers and employees temporarily performing work in professions and positions for which the current Standard Industry Standards or relevant industry standards require special clothing and special shoes and other personal protective equipment; for the duration of this work, special clothing, special shoes and other personal protective equipment are issued in accordance with the current Standard Industry Standards or relevant industry standards in the manner established for all workers and employees.

3.11. Foreman, foremen performing the duties of foremen, assistants and assistant workers, whose professions are provided for in the Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment or in industry standards, are issued the same special clothing, special footwear and other personal protective equipment , as for workers in the corresponding professions.

3.12. The special clothing, special footwear and other personal protective equipment for workers and employees (including engineering and technical workers) provided for in the Model Industry Standards or relevant industry standards must be issued to the specified workers and employees even if they are senior in their position ( senior engineer, senior mechanic, senior foreman, etc.) and directly perform those works that give the right to receive this special clothing, special shoes and other personal protective equipment.

3.13. Workers who combine professions or constantly perform combined work, including in complex teams, in addition to the personal protective equipment issued to them for their main profession, depending on the work performed, must additionally be issued with other types of special clothing, special shoes and other personal protective equipment, provided for by the current standards for the combined profession with the same wearing periods. In these cases, additional protective clothing, special footwear and other personal protective equipment must be issued as “on duty”.

3.14. The issuance and delivery of special clothing, special shoes and other personal protective equipment to workers and employees must be recorded on a personal card approved by the USSR Central Statistical Office on December 25, 1978 N 1148 (standard interdepartmental form N MB-6).

3.15. The administration of the enterprise is obliged to organize proper accounting and control over the issuance of special clothing, special shoes and other personal protective equipment to workers and employees within the established time frame.

4. Procedure for using special clothing, special shoes and other personal protective equipment

4.1. During work, workers and employees are required to use the special clothing, special shoes and other personal protective equipment issued to them. The administration of the enterprise is obliged to ensure that workers and employees during work actually use the special clothing, special shoes and other personal protective equipment issued to them, and not allow workers and employees to work without the established special clothing, special shoes and other personal protective equipment, as well as in faulty, unrepaired, contaminated work clothing and special footwear or with faulty personal protective equipment.

4.2. Workers and employees are obliged to treat special clothing, special shoes and other personal protective equipment issued for their use with care, promptly notify the administration of the enterprise about the need for dry cleaning, washing, drying, repair, degassing, decontamination, disinfection, neutralization and dust removal of special clothing, as well as drying, repair, degassing, decontamination, disinfection, neutralization of special shoes and other personal protective equipment.

4.3. The periods for wearing special clothing, special shoes and other personal protective equipment are established on a calendar basis and are calculated from the date of their actual issue to workers and employees.

4.4. Special clothing and special footwear returned by workers and employees after the wear period has expired, but still suitable for use, must be repaired and used for their intended purpose, and those not suitable for wear must be written off and used for repairing special clothing and special footwear in use, as well as for production needs or processed as secondary raw materials.

In cases where individual species Special clothing and special shoes after their expiration date cannot be accepted for use as secondary raw materials; they must be destroyed in the prescribed manner.

4.6. The administration of the enterprise is obliged to ensure regular, in accordance with established deadlines, testing and checking the serviceability of personal protective equipment (respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets, etc.), as well as timely replacement of filters, glasses and other parts with reduced protective properties. After testing, a mark (stamp, stamp) must be made on personal protective equipment indicating the timing of subsequent testing.

4.7. It is prohibited for workers and employees to take special clothing, special shoes and other personal protective equipment outside the enterprise after finishing work.

4.8. To store special clothing, special shoes and other personal protective equipment issued to workers and employees, the enterprise administration is obliged to provide specially equipped premises (dressing rooms) in accordance with the requirements of sanitary standards.

4.9. In some cases, where, due to working conditions, the specified procedure for storing special clothing, special footwear and other personal protective equipment cannot be established (for example, in logging, geological exploration), they may remain with workers and employees during non-working hours, which should be specified in industry internal rules labor regulations or in collective agreements.

Responsibility for the safety of special clothing, special shoes and other personal protective equipment in these cases lies with the workers themselves.

5. Care of special clothing, special shoes and other personal protective equipment

5.1. The enterprise administration is obliged to organize proper care of personal protective equipment. Promptly carry out dry cleaning, washing, repair, decontamination, decontamination, neutralization and dust removal of special clothing, as well as repair, decontamination, decontamination and neutralization of special footwear and other personal protective equipment.

5.2. In cases where this is required by production conditions at the enterprise (in workshops, on sites), dryers for special clothing and special footwear, chambers for dust removal of special clothing and installations for degassing, decontamination and neutralization of special clothing, special footwear and other equipment should be installed. personal protection.

5.4. 5.5. 5.7. When dry cleaning, degassing, decontamination and neutralization of special clothing, the preservation of its protective properties must be ensured.

The issuance of special clothing to workers and employees after dry cleaning, washing, degassing, decontamination, neutralization and dust removal in defective form is not permitted.

5.8. Dry cleaning, washing, repair, degassing, decontamination, neutralization and dust removal of special clothing of workers and employees engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and directions of the sanitary authorities.

5.9. In cases of an infectious disease of a worker or employee, special clothing, special shoes and other personal protective equipment that he used, and the room in which they were stored, must be disinfected by disinfection stations or disinfection departments of sanitary and epidemiological stations.

5.10. Special shoes must be regularly cleaned and lubricated, for which workers and employees must be provided with appropriate conditions (places for cleaning shoes, brushes, ointments, etc.).

6. Other issues related to the procedure for storing, issuing and using special clothing, special footwear and other personal protective equipment

6.1. Labor disputes regarding the issue and use of special clothing, special shoes and other personal protective equipment are considered by labor dispute commissions.

6.2. Questions financial liability workers and employees for damage caused to the enterprise in connection with the loss or damage due to negligence of special clothing, special footwear and other personal protective equipment or other cases (theft or intentional damage to these products) are regulated by current legislation.

6.3. Responsibility for the timely provision of workers and employees with special clothing, special footwear and other personal protective equipment and for the implementation of these instructions rests with the head of the enterprise.

6.4. Control over the implementation of this instruction by the enterprise administration is assigned to trade union committees.

I. INTRODUCTION

The most important tasks of social policy in our country are protecting the health of workers, ensuring safe working conditions, eliminating occupational diseases and industrial injuries.

In a set of measures to ensure occupational safety and prevent diseases, personal protective equipment plays an important role, which prevents or reduces the impact of hazardous and harmful production factors on humans. The number of workers entitled to free work clothing, safety footwear and personal protective equipment is growing. Appropriations and material funds for these purposes increase annually. Therefore, along with the issues of correct and timely provision of healthcare workers with all necessary personal protective equipment, their proper operation, storage, cleaning, etc. should be ensured.

These “Methodological Recommendations” have been developed in furtherance of the “Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment”, approved by Resolution of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions dated May 24, 1983 N 100/P-9.

For the purpose of training and advanced training of workers involved in the provision and operation of work clothing, safety footwear and personal protective equipment, these recommendations provide a “Training Program for specialists involved in providing workers and employees with personal protective equipment.”

POSITION
ON THE ORGANIZATION OF SPECIALIZED POINTS FOR ISSUE, STORAGE AND OPERATION OF WORKWEAR, SHOES AND OTHER PERSONAL PROTECTION EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND HEALTHCARE ORGANIZATIONS

1. General Provisions

1.1. This Regulation establishes the procedure for the organization and operation of specialized points for the issuance, storage and operation of workwear, safety footwear and other personal protective equipment in institutions, enterprises and healthcare organizations (hereinafter, for brevity, referred to as “PPE Points”).

1.2. "PPE points" are intended for centralized support healthcare workers with personal protective equipment.

1.3. The structure of a specialized “PPE Point” should include:

Storage room for workwear, safety footwear and personal protective equipment;

A room for the selection of workwear, safety footwear with a fitting room;

Room for fitting and repairing clothing and safety footwear;

Staff only.

1.4. At the “PPE Point”, premises for washing and dry cleaning of workwear can be equipped, and, if necessary, rooms and installations for degassing, decontamination and neutralization of workwear, safety footwear and other personal protective equipment.

1.5. All premises of the “PPE Point” must be dry, heated, with natural ventilation, providing one air change per hour.

1.6. The staff of the “PPE Point” is determined by the administration within the limits of the staffing level of the institution, enterprise, organization, but not less than two employees: a senior storekeeper and a storekeeper.

The senior storekeeper maintains all accounting records, takes part in drawing up applications, and provides assistance in selecting the necessary personal protective equipment.

The storekeeper adjusts workwear according to height, irons it, packs it, selects safety shoes and other personal protective equipment, and is responsible for the order in the room.

1.7. Employees of the “PPE Point” undergo training and knowledge testing in the prescribed manner on the use of personal protective equipment in a given institution, enterprise, organization and the basic requirements for PPE.

1.8. Employees of the “PPE Point” must be provided with the necessary regulatory documentation (industry standards, catalogs, instructions, GOSTs, OSTs, etc.).

1.9. The operating hours of the “PPE Point” are coordinated with the operating hours of the institution, enterprise, organization, which ensures that workers receive personal protective equipment with minimal costs time.

1.10. Control over the work of the “PPE Point” is entrusted to the trade union committee and the administration of the institution, enterprise, or organization.

2. Acceptance and issuance of personal protective equipment

2.1. At the “PPE Point” the following personal protective equipment is accepted:

Newly received from the supplier;

Used from working ones.

2.3. Each batch of personal protective equipment received by an enterprise, institution, or organization is subject to inspection (external inspection, checking for compliance with the declared range of models, sizes, heights, colors, generic characteristics, purpose).

2.4. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation, a report is drawn up and proposals are prepared to submit complaints in accordance with the established procedure to the supplier, who must send the customer, in return for the rejected ones, suitable for use workwear, special footwear and other personal protective equipment.

2.5. Types of workwear and safety footwear that have become unusable after their wear life has expired cannot be accepted for use as secondary raw materials; they must be destroyed in the prescribed manner.

2.6. The issuance of personal protective equipment must be carried out strictly in accordance with the established Industry standards for the free issuance of workwear, safety footwear and other personal protective equipment and must be recorded on a personal card (standard interdepartmental form N MB-6), approved by the Central Statistical Office of the USSR on December 25, 1978 N 1148.

2.7. To select personal protective equipment, the required quantity is placed in the room for selecting workwear.

Ironed workwear (separately for men and women), indicating the size and height, is hung on brackets using hangers.

The brackets must be located in such a way and in such quantity as to ensure separate demonstration of summer and winter workwear for general and special purposes (for example, dustproof, for protection from mechanical damage, water, etc.).

Safety footwear and other personal protective equipment are placed on shelves according to type and purpose.

2.8. After selecting workwear, workers try it on in the fitting room.

If necessary, special clothing can be adjusted according to the height and figure of the worker in a separate room for fitting and repairing work clothing, which should include: a sewing machine, an electric iron, a special ironing machine, a set of fabrics and materials for repair, threads, needles, etc.

2.9. When issuing selected workwear, the institution’s mark is placed with indelible paint on the collar or collar of the jacket and the lining of the trousers’ waistband. structural unit.

2.10. Warm workwear and special footwear should be issued to workers and employees with the onset of the cold season, and with the onset of the warm season they should be accepted by the “PPE Point” for organized storage for next year. The time for using warm workwear and safety footwear is set by the administration together with the trade union committee, taking into account local production and climatic conditions.

3. Storage of personal protective equipment

3.1. Workwear, safety footwear and other personal protective equipment received from the supplier must be stored in a storage room for workwear, safety footwear and other personal protective equipment.

The room must be dry, heated, with natural ventilation, providing one air change per hour.

The room for storing workwear made of rubberized fabrics and rubber shoes should be dark, with an air temperature of +5o to +20o C and a relative humidity of 50-70%.

3.3. Storage of personal protective equipment can be carried out on racks, brackets, in boxes, sorted by type, height and protective properties.

3.4. Safety belts should be stored hanging or laid out on racks.

3.5. It is recommended to store fur products (sheep coats, sheepskin coats, etc.) on racks with the front side inward folded in half lengthwise.

When storing fur and wool products, it is necessary to use some kind of anti-moth preparation, packed in cotton bags, which are placed between the products.

3.6. Workwear made from rubberized fabrics and rubber shoes should be stored at a distance of at least 1 meter from heating systems.

3.7. Safety footwear (boots, boots, slippers) should be stacked on racks in pairs (boots with straightened tops).

3.8. Felted shoes are stacked on wooden flooring in stacks no more than 1.5 meters high.

3.9. Personal protective equipment (helmets, goggles, gas masks, respirators, etc.) can be stored on racks either in the form of individual products or packaged in boxes, bags, packs.

3.10. Storage of protective clothing received from workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and directions of the sanitary inspection authorities. dated May 24, 1983 N 100/P-9.

1.2. The commission for quality control of workwear, safety footwear and other personal protective equipment supplied to the enterprise is approved by a joint decision of the administration and the trade union committee of the enterprise.

It is recommended that the Commission include representatives of the administration (heads of labor protection services, logistics, accounting, employees of other services, commodity specialist) and the trade union committee of the enterprise (deputy chairman of the trade union committee or chairman of the labor protection commission). The size of the Commission is established depending on the amount of personal protective equipment received by the enterprise, but not less than three people.

If necessary, specialists from relevant services of third-party organizations may be involved in the work of the Commission.

1.3. The main task of the Commission is to prevent the use at the enterprise of personal protective equipment that does not comply with the application in terms of assortment, models, sizes, heights, colors, generic characteristics and other quality indicators established by the relevant standards, technical specifications, and other regulatory and technical documentation (Appendix 1).

The functions of the Commission also include establishing terms for wearing (using) personal protective equipment that has been used and has undergone appropriate preventive treatment and repair.

1.4. The quality of personal protective equipment is checked by the Commission as it arrives at the enterprise’s warehouse, but no later than within 10 days from the date of receipt.

1.5. To check the quality of personal protective equipment in the warehouse of the enterprise, a room must be allocated with a workplace equipped with a table, a measuring instrument, the necessary control devices and devices, regulatory and technical documentation, catalogs, reference books on personal protective equipment and other manuals, a journal for recording the results of inspections (Appendix 2).

2. Procedure for checking the quality of personal protective equipment

2.1. Each batch of personal protective equipment received by the enterprise must be subjected to a commission external inspection and checked for compliance with the declared range of models, sizes, heights, colors, generic characteristics, and purpose.

2.2. Personal protective equipment received by the enterprise must be subject to selective, but not less than 10% of the incoming batch, control for compliance of the main characteristics of the products with the indicators established for them by standards, technical specifications and other regulatory and technical documentation.

2.3. Each package (batch) of personal protective equipment should be checked for standard labeling data, including protective properties.

2.4. In addition to the label, all items of workwear must bear a stamp with the image of the trademark, the name of the location of the manufacturer, and designations for protective properties. In complete products (for example, a jacket with trousers), designations are placed on each product included in the set.

2.5. The quality of received PPE must be checked based on key indicators, in accordance with the current regulatory and technical documentation.

2.5.1. For workwear:

Correct labeling;

Compliance with product dimensions, symmetry of shapes and arrangement of paired parts;

Quality of stitches, seams;

Correct handling of fasteners and paper clips;

Uniformity of the wool flooring.

2.5.2. For safety shoes:

Correct labeling;

Compliance and quality of materials and fittings used;

Correspondence of linear dimensions;

Pair of shoes by size, shape, color;

Quality of fastening of shoe parts;

Quality of internal parts (backs, toes);

The quality of fastening of the lining (presence of unsmoothed folds inside the shoe, lining lag).

2.5.3. By mittens:

Correct labeling;

Compliance of the materials used;

Compliance with product dimensions;

Quality of stitches, seams.

2.5.4. For respiratory protection<*>:

Completeness of delivery (presence of passport, operating instructions), correct packaging, size range of face parts of gas masks;

The presence of deformations and mechanical damage to the front parts, connecting tubes, filters and other elements, the integrity of the glasses, the presence of inhalation and exhalation valves;

Compliance with the marking of PPE filter elements specified in the application and guaranteed storage periods.

2.5.5. For eye and face protection:

Completeness of PPE markings (presence of passport, operating instructions);

External condition of personal protective equipment, glasses and sight glasses (absence of sharp edges, cavities, cracks, sagging, chips and other defects);

Strength of fixation of spectacle and sight glasses;

Possibility of replacing spectacle and sight glasses without the use of special tools.

2.5.6. For head protection (helmets):

Completeness of delivery of products (presence of a balaclava, cape, operating instructions);

Availability and correctness of marking ( trademark manufacturer, number of regulatory and technical documentation, date of manufacture, helmet size);

Appearance of the case and internal equipment (no cracks, swelling or sharp edges, presence of leather covering on the frontal part of the supporting tape);

Reliability and strength of fixation of the carrier tape and chin strap according to size.

2.5.7. For safety belts:

Availability of markings, passports and operating instructions (markings must include: manufacturer's trademark, belt number, quality control department mark and date of manufacture);

External condition of the elements of the safety belt (absence on fabric parts: tears, violations of the integrity of seams, breaks in fabrics in places where rivets are installed; on metal parts: cracks, cavities, burrs and violations of the anti-corrosion coating);

Reliable operation of the buckle and carabiner (the belt should be unfastened and fastened without difficulty, the carabiner should be opened with one hand only after pressing the safety device).

To accept personal respiratory protection equipment, the acceptance commission (clause 1.2.) may include employees of paramilitary gas rescue teams, paramilitary mine rescue units and other similar services.

2.6. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation. The commission draws up a report on them (Appendix 3) on the actual quantity and quality of the products received (in accordance with clause 29 of the Instruction on the procedure for accepting production and technical products and consumer goods by quality, approved by the resolution of the State Arbitration Court under the Council of Ministers of the USSR dated 04.25.66 No. P-7) and prepares proposals for submitting complaints to suppliers in the prescribed manner with the use of property measures for the supply of low-quality personal protective equipment or violation of contractual obligations.

1.3. Workers and employees whose professions and positions are provided for in the Standard Standards for the free issuance of special clothing, special footwear and other personal protective equipment for workers and employees of cross-cutting professions and positions in all sectors of the national economy and individual industries, special clothing, special footwear and other personal protective equipment are issued regardless of what industries, workshops and areas they work in, unless these professions and positions are specifically provided for in the relevant Model Industry Standards.

1.4. The names of the professions of workers and positions of engineering and technical workers and employees, provided for in the Standard Industry Standards for the free issuance of special clothing, special shoes and other personal protective equipment to workers and employees, are indicated in accordance with the Unified Tariff and Qualification Directory of Work and Professions of Workers, the Qualification Directory of Professions workers, communication workers and junior service personnel who are not included in the Unified Tariff and Qualification Directory of Work and Professions of Workers, for whom monthly salaries are established, the Qualification Directory of Employee Positions and other regulations.

1.5. In accordance with paragraph 3 of the Council Resolution by the Minister of the USSR dated June 11, 1959 N 629<*>changes and additions to the established standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, taking into account local production and climatic conditions, can be made by the Councils of Ministers of the Union Republics, ministries and departments of the USSR in agreement with the State Committee of the Council of Ministers of the USSR on Labor Issues and wages<**>and the All-Russian Central Council of Trade Unions.

The proposals for approval of changes and additions to these norms are accompanied by:

Justification of the need to introduce certain changes and additions to the standards, developed with the involvement of relevant research institutions;

Data on the number of employees in respect of whom the question of introducing changes and additions to the standards is raised, as well as on the material funds and funds required for these purposes.

1.6. Heads of enterprises, institutions, organizations<***>in some cases, in accordance with the peculiarities of production, they can, in agreement with the trade union committee and technical labor inspector, replace: a cotton overall with a cotton suit or robe and vice versa, a cotton suit with cotton overalls with a shirt (blouse) or a sundress with a blouse and vice versa, a cloth suit with a cotton suit with fire-retardant or acid-proof impregnation and vice versa, a canvas suit, a cotton suit with fire-retardant or water-repellent impregnation, leather boots (shoe boots) with rubber boots and vice versa, leather boots (shoe boots) with tarpaulin boots and vice versa, felt boots with tarpaulin boots.

Any other replacement of some types of workwear and special footwear with others can only be carried out in the manner established by paragraph 3 of the Council Resolution by the Minister of the USSR dated June 11, 1959 N 629.

1.7. In cases where such personal protective equipment as a safety belt, dielectric galoshes and gloves, a dielectric rubber mat, safety glasses and shields, a respirator, a gas mask, a protective helmet, a balaclava, a mosquito net, a helmet, shoulder pads, elbow pads, self-rescuers, antiphons, plugs , noise-protective helmets, light filters, vibration-proof gloves and others not specified in the Standard Industry Standards or in the relevant industry standards, they can be issued to workers and employees by the heads of enterprises in agreement with the trade union committee, depending on the nature and conditions of the work they perform for the period of wear - up to wear or as "on duty".

2. The procedure for filing applications for special clothing, special footwear and other personal protective equipment, their acceptance and storage.

2.1. Providing enterprises with special clothing, special footwear and other personal protective equipment should be carried out on the basis of applications for these purposes compiled annually and sent to logistics authorities or other relevant organizations<*>.

Applications must be drawn up taking into account the number of workers and employees in the professions and positions provided for in the Model Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees or in the relevant industry standards.

In applications, the administration of the enterprise must provide special clothing and special shoes for men and women, indicating the name of special clothing, special shoes, GOSTs, OSTs, technical conditions, models, protective impregnations, fabric colors, sizes, heights, and for helmets and safety belts - standard sizes.

Logistics authorities check the correctness of applications submitted by enterprises and their compliance with the current Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees and the number of employees by profession and position.

2.2. Acceptance of each batch of special clothing, special footwear and other personal protective equipment received at the enterprise's warehouse must be carried out by a commission of representatives of the administration and the trade union committee, which draws up a report on the quality of the received clothing, footwear and personal protective equipment, their compliance with the requirements of GOSTs, OSTs and technical specifications , as well as applications sent to territorial departments of logistics or other relevant organizations. The composition of this commission is approved by a joint decision of the administration and the trade union committee.

2.3. Special clothing, special footwear and other personal protective equipment that do not meet the requirements of GOSTs, OSTs and technical specifications are subject to return with appropriate complaints being submitted in the prescribed manner to the supplier, who must send the customer, in return for the rejected ones, special clothing, special footwear and other personal protective equipment suitable for use. protection.

2.4. If necessary, enterprise managers may involve relevant specialists in the commission for the acceptance of special clothing, special footwear and other personal protective equipment to determine the quality and suitability of these personal protective equipment.

2.5. For special clothing accepted from suppliers, a stamp (emblem) with the image of the company’s logo and the inscription of the short name of the company is applied to one of the parts (chest pocket, sleeve, back, etc.) with indelible paint in a contrasting color. The size of the stamp (emblem) must be at least 8 cm x 8 cm (or diameter 8 cm).

The collar, collar of the jacket and the lining of the trousers' waistband are stamped with indelible paint - the employee's personnel number.

2.6. Special clothing, special shoes and other personal protective equipment arriving at the enterprise’s warehouses must be stored in separate dry rooms, isolated from any other items and materials, sorted by type, size and protective properties.

2.7. Special clothing made of rubberized fabrics and rubber shoes should be stored in darkened rooms at temperatures from +5° to +20° C with a relative air humidity of 50-70% at a distance of at least one meter from heating systems.

Safety belts should be stored hanging or placed on racks.

2.8. Warm special clothing and special shoes accepted for storage must be disinfected, thoroughly cleaned of dirt and dust, dried, repaired and periodically inspected during storage.

2.9. Storage of special clothing for workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and directions of the sanitary inspection authorities.

<*>The form, procedure and deadlines for submitting applications are established by the USSR State Supply Committee and other bodies supplying enterprises with personal protective equipment.

3. The procedure for issuing special clothing, special shoes and other personal protective equipment

3.1. Special clothing, special shoes and other personal protective equipment issued to workers and employees must correspond to the nature and conditions of their work and ensure labor safety.

3.2. Special clothing, special shoes and other personal protective equipment issued to workers and employees are considered the property of the enterprise and are subject to mandatory return: upon dismissal, upon transfer in the same enterprise to another job for which special clothing, special shoes and other personal protective equipment were issued are not provided for by the standards, as well as at the end of the wearing period in exchange for new special clothing, special shoes and other personal protective equipment received.

3.3. The issuance of materials for their production or sums of money for their purchase in exchange for special clothing and special footwear is not permitted.

In exceptional cases, when issuing special clothing and special footwear established by the norms on time and purchasing them in connection with this by the employees themselves, the enterprise administration is obliged to reimburse employees for the costs of purchasing special clothing and special footwear at state retail prices and capitalize the special clothing and special footwear as equipment of the enterprise .

3.4. The enterprise is obliged to replace or repair special clothing and special shoes that have become unusable before the expiration of the established wear period for reasons beyond the control of the worker or employee.

Such replacement is carried out on the basis of a corresponding act drawn up by the administration with the participation of a representative of the trade union committee.

3.5. In the event of loss or damage to special clothing, special shoes and other personal protective equipment in the designated places of their storage, for reasons beyond the control of workers and employees, the enterprise administration is obliged to issue them with other serviceable special clothing, special shoes and other personal protective equipment.

3.6. Special clothing, special shoes and other personal protective equipment that have been used can be issued to other workers and employees only after washing, dry cleaning, disinfection and repair. The period for wearing them is established by the commission provided for in paragraph 2.2. of this Instruction, depending on the degree of wear of the specified personal protective equipment.

3.7. Special clothing, special shoes and other personal protective equipment for collective use must be kept in the storeroom of the workshop or site and issued to workers and employees only for the duration of the work for which they are provided, or can be assigned to certain workplaces (for example, sheepskin coats for external posts, dielectric gloves for electrical installations, etc.) and transferred from one shift to another. In these cases, special clothing, special shoes and other personal protective equipment are issued under the responsibility of foremen and other persons from the administrative and technical staff.

The periods for duty officers to wear special clothing, special shoes and other personal protective equipment in each specific case, depending on the nature of the work and working conditions of workers and employees, are established by the enterprise administration in agreement with the trade union committee.

At the same time, the terms of wearing special clothing, special shoes and other personal protective equipment on duty should not be shorter than the terms of wearing the same types of special clothing, special shoes and other personal protective equipment issued for individual use in accordance with the Model Industry Standards or relevant industry standards.

3.8. Warm special clothing and special footwear provided for by standard industry standards or relevant industry standards (cotton suits with insulating lining, cotton jackets with insulating lining, cotton trousers with insulating lining, jackets for protection against low temperatures, fur suits, sheepskin coats, sheepskin coats, felt boots, hats - earflaps, fur mittens, etc.) are issued to workers and employees with the onset of the cold season and with the onset of warm weather they must be handed over to the enterprise for organized storage until the next season. The time for using warm special clothing and special footwear is established by the enterprise administration together with the trade union committee, taking into account local production and climatic conditions.

3.9. Upon completion of the use of warm special clothing and special footwear, their acceptance for storage in order to avoid impersonality in the receipt of this clothing and footwear should be carried out according to a personal list. After storage, warm clothing and special shoes must be returned to those workers and employees from whom they were received for storage.

3.10. Students of course, group and individual forms of education, students of secondary vocational schools, vocational schools, technical schools, secondary schools, secondary specialized educational institutions and students of higher educational institutions during practical training (industrial training), instructors of advanced labor methods , as well as workers and employees temporarily performing work in professions and positions for which the current Standard Industry Standards or relevant industry standards require special clothing, special footwear and other personal protective equipment; for the duration of this work, special clothing, special footwear and other equipment personal protective equipment are issued in accordance with the current Standard Industry Standards or relevant industry standards in the manner established for all workers and employees.

3.11. Foreman, foremen performing the duties of foremen, assistants and assistant workers, whose professions are provided for in the Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment or in industry standards, are issued the same special clothing, special footwear and other personal protective equipment , as for workers in the corresponding professions.

3.12. The special clothing, special footwear and other personal protective equipment for workers and employees (including engineering and technical workers) provided for in the Model Industry Standards or relevant industry standards must be issued to the specified workers and employees even if they are senior in their position ( senior engineer, senior mechanic, senior foreman, etc.) and directly perform those works that give the right to receive this special clothing, special shoes and other personal protective equipment.

3.13. Workers who combine professions or constantly perform combined work, including in complex teams, in addition to the personal protective equipment issued to them for their main profession, depending on the work performed, must additionally be issued with other types of special clothing, special shoes and other personal protective equipment, provided for by the current standards for the combined profession with the same wearing periods. In these cases, additional protective clothing, special footwear and other personal protective equipment must be issued as “on duty”.

3.14. The issuance and delivery of special clothing, special shoes and other personal protective equipment to workers and employees must be recorded on a personal card approved by the USSR Central Statistical Office on December 25, 1978 N 1148 (standard interdepartmental form N MB-6).

3.15. The administration of the enterprise is obliged to organize proper accounting and control over the issuance of special clothing, special shoes and other personal protective equipment to workers and employees within the established time frame.

4. Procedure for using special clothing, special shoes and other personal protective equipment

4.1. During work, workers and employees are required to use the special clothing, special shoes and other personal protective equipment issued to them. The administration of the enterprise is obliged to ensure that workers and employees during work actually use the special clothing, special shoes and other personal protective equipment issued to them, and not allow workers and employees to work without the established special clothing, special shoes and other personal protective equipment, as well as in faulty, unrepaired, contaminated work clothing and special footwear or with faulty personal protective equipment.

4.2. Workers and employees are obliged to treat special clothing, special shoes and other personal protective equipment issued for their use with care, promptly notify the administration of the enterprise about the need for dry cleaning, washing, drying, repair, degassing, decontamination, disinfection, neutralization and dust removal of special clothing, as well as drying, repair, degassing, decontamination, disinfection, neutralization of special shoes and other personal protective equipment.

4.3. The periods for wearing special clothing, special shoes and other personal protective equipment are established on a calendar basis and are calculated from the date of their actual issue to workers and employees.

4.4. Special clothing and special footwear returned by workers and employees after the wear period has expired, but still suitable for use, must be repaired and used for their intended purpose, and those not suitable for wear must be written off and used for repairing special clothing and special footwear in use, as well as for production needs or processed as secondary raw materials.

In cases where certain types of special clothing and special footwear cannot be accepted for use as secondary raw materials after their wear life has expired, they must be destroyed in the prescribed manner.

4.5. When producing such personal protective equipment for workers and employees as respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets and some others, the administration of the enterprise must instruct workers and employees on the rules of use and the simplest ways to check the serviceability of these equipment, as well as training on their application.

4.6. The administration of the enterprise is obliged to ensure regular, in accordance with established deadlines, testing and checking the serviceability of personal protective equipment (respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets, etc.), as well as timely replacement of filters, glasses and other parts with reduced protective properties. After testing, a mark (stamp, stamp) must be made on personal protective equipment indicating the timing of subsequent testing.

4.7. It is prohibited for workers and employees to take special clothing, special shoes and other personal protective equipment outside the enterprise after finishing work.

4.8. To store special clothing, special shoes and other personal protective equipment issued to workers and employees, the enterprise administration is obliged to provide specially equipped premises (dressing rooms) in accordance with the requirements of sanitary standards.

4.9. In some cases, where, due to working conditions, the specified procedure for storing special clothing, special footwear and other personal protective equipment cannot be established (for example, in logging, geological exploration), they may remain with workers and employees during non-working hours, which should be stipulated in industry internal labor regulations or in collective agreements.

Responsibility for the safety of special clothing, special shoes and other personal protective equipment in these cases lies with the workers themselves.

5. Care of special clothing, special shoes and other personal protective equipment

5.1. The enterprise administration is obliged to organize proper care of personal protective equipment. Promptly carry out dry cleaning, washing, repair, decontamination, decontamination, neutralization and dust removal of special clothing, as well as repair, decontamination, decontamination and neutralization of special footwear and other personal protective equipment.

5.2. In cases where this is required by production conditions at the enterprise (in workshops, on sites), dryers for special clothing and special footwear, chambers for dust removal of special clothing and installations for degassing, decontamination and neutralization of special clothing, special footwear and other equipment should be installed. personal protection.

5.4. Dry cleaning, washing, repair, decontamination, decontamination, neutralization and dust removal of special clothing, as well as repair, decontamination, decontamination and neutralization of special footwear and other personal protective equipment must be carried out by enterprises during the time when workers and employees are not busy at work (on weekends ) or during breaks between shifts.

5.5. If the standards provide for the issuance of two or three sets of special clothing and special footwear to workers and employees (for example, when working with radioactive substances), dry cleaning, washing, repair, degassing, decontamination, neutralization and dust removal of special clothing, as well as repair, degassing, decontamination and Disposal of special shoes and other personal protective equipment can be carried out at other times, and workers and employees are given replacement kits during this time.

5.6. In cases of contamination of special clothing or the need to repair it before the established deadline, dry cleaning, washing and repairs must be carried out ahead of schedule. If necessary, special footwear and other personal protective equipment must also be repaired ahead of schedule.

5.7. When dry cleaning, degassing, decontamination and neutralization of special clothing, the preservation of its protective properties must be ensured.

The issuance of special clothing to workers and employees after dry cleaning, washing, degassing, decontamination, neutralization and dust removal in defective form is not permitted.

5.8. Dry cleaning, washing, repair, degassing, decontamination, neutralization and dust removal of special clothing of workers and employees engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and directions of the sanitary authorities.

5.9. In cases of an infectious disease of a worker or employee, special clothing, special shoes and other personal protective equipment that he used, and the room in which they were stored, must be disinfected by disinfection stations or disinfection departments of sanitary and epidemiological stations.

5.10. Special shoes must be regularly cleaned and lubricated, for which workers and employees must be provided with appropriate conditions (places for cleaning shoes, brushes, ointments, etc.).

6. Other issues related to the procedure for storing, issuing and using special clothing, special footwear and other personal protective equipment

6.1. Labor disputes regarding the issue and use of special clothing, special shoes and other personal protective equipment are considered by labor dispute commissions.

6.2. Issues of financial liability of workers and employees for damage caused to the enterprise in connection with the loss or damage due to negligence of special clothing, special shoes and other personal protective equipment or other cases (theft or intentional damage to these products) are regulated by current legislation.

6.3. Responsibility for the timely provision of workers and employees with special clothing, special footwear and other personal protective equipment and for the implementation of these instructions rests with the head of the enterprise.

6.4. Control over the implementation of this instruction by the enterprise administration is assigned to trade union committees.

Appendix 6. GUIDELINES FOR ORGANIZING THE PROVISION, STORAGE AND OPERATION OF SPECIAL CLOTHING, SPECIAL FOOTWEAR AND OTHER PERSONAL PROTECTION EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND HEALTHCARE ORGANIZATIONS I. INTRODUCTION

The most important tasks of social policy in our country are protecting the health of workers, ensuring safe working conditions, eliminating occupational diseases and industrial injuries.

In a set of measures to ensure occupational safety and prevent diseases, personal protective equipment plays an important role, which prevents or reduces the impact of hazardous and harmful production factors on humans. The number of workers entitled to free work clothing, safety footwear and personal protective equipment is growing. Appropriations and material funds for these purposes increase annually. Therefore, along with the issues of correct and timely provision of healthcare workers with all necessary personal protective equipment, their proper operation, storage, cleaning, etc. should be ensured.

These “Methodological Recommendations” have been developed in furtherance of the “Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment”, approved by Resolution of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions dated May 24, 1983 N 100/P-9.

For the purpose of training and advanced training of workers involved in the provision and operation of work clothing, safety footwear and personal protective equipment, these recommendations provide a “Training Program for specialists involved in providing workers and employees with personal protective equipment.”

REGULATIONS ON THE ORGANIZATION OF SPECIALIZED POINTS FOR ISSUE, STORAGE AND OPERATION OF WORKWEAR, SHOES AND OTHER INDIVIDUAL PROTECTION EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND HEALTHCARE ORGANIZATIONS 1. General provisions

1.1. This Regulation establishes the procedure for the organization and operation of specialized points for the issuance, storage and operation of workwear, safety footwear and other personal protective equipment in institutions, enterprises and healthcare organizations (hereinafter, for brevity, referred to as “PPE Points”).

1.2. “PPE points” are intended to centrally provide healthcare workers with personal protective equipment.

1.3. The structure of a specialized “PPE Point” should include:

Storage room for workwear, safety footwear and personal protective equipment;

A room for the selection of workwear, safety footwear with a fitting room;

Room for fitting and repairing clothing and safety footwear;

Staff only.

1.4. At the “PPE Point”, premises for washing and dry cleaning of workwear can be equipped, and, if necessary, rooms and installations for degassing, decontamination and neutralization of workwear, safety footwear and other personal protective equipment.

1.5. All premises of the “PPE Point” must be dry, heated, with natural ventilation, providing one air change per hour.

1.6. The staff of the “PPE Point” is determined by the administration within the limits of the staffing level of the institution, enterprise, organization, but not less than two employees: a senior storekeeper and a storekeeper.

The senior storekeeper maintains all accounting records, takes part in drawing up applications, and provides assistance in selecting the necessary personal protective equipment.

The storekeeper adjusts workwear according to height, irons it, packs it, selects safety shoes and other personal protective equipment, and is responsible for the order in the room.

1.7. Employees of the “PPE Point” undergo training and knowledge testing in the prescribed manner on the use of personal protective equipment in a given institution, enterprise, organization and the basic requirements for PPE.

1.8. Employees of the “PPE Point” must be provided with the necessary regulatory documentation (industry standards, catalogs, instructions, GOSTs, OSTs, etc.).

1.9. The operating hours of the “PPE Point” are coordinated with the operating hours of the institution, enterprise, or organization, which ensures that workers receive personal protective equipment with minimal time.

1.10. Control over the work of the “PPE Point” is entrusted to the trade union committee and the administration of the institution, enterprise, or organization.

2. Acceptance and issuance of personal protective equipment

2.1. At the “PPE Point” the following personal protective equipment is accepted:

Newly received from the supplier;

Used from working ones.

2.2. Acceptance of each batch received at the “PPE Point” of workwear, safety footwear and other personal protective equipment must be carried out by the Commission of the enterprise, institution, organization for quality control of personal protective equipment, approved by a joint decision of the administration and the trade union committee (recommendations for organizing the work of the Commission of the enterprise, institution, organizations for quality control of personal protective equipment for workers in production are given below).

2.3. Each batch of personal protective equipment received by an enterprise, institution, or organization is subject to inspection (external inspection, checking for compliance with the declared range of models, sizes, heights, colors, generic characteristics, purpose).

2.4. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation, a report is drawn up and proposals are prepared to submit complaints in accordance with the established procedure to the supplier, who must send the customer, in return for the rejected ones, suitable for use workwear, special footwear and other personal protective equipment.

2.5. Types of workwear and safety footwear that have become unusable after their wear life has expired cannot be accepted for use as secondary raw materials; they must be destroyed in the prescribed manner.

2.6. The issuance of personal protective equipment must be carried out strictly in accordance with the established Industry standards for the free issuance of workwear, safety footwear and other personal protective equipment and must be recorded on a personal card (standard interdepartmental form N MB-6), approved by the Central Statistical Office of the USSR on December 25, 1978 N 1148.

2.7. To select personal protective equipment, the required quantity is placed in the room for selecting workwear.

Ironed workwear (separately for men and women), indicating the size and height, is hung on brackets using hangers.

The brackets must be located in such a way and in such quantity as to ensure separate demonstration of summer and winter workwear for general and special purposes (for example, dustproof, for protection from mechanical damage, water, etc.).

Safety footwear and other personal protective equipment are placed on shelves according to type and purpose.

2.8. After selecting workwear, workers try it on in the fitting room.

If necessary, special clothing can be adjusted according to the height and figure of the worker in a separate room for fitting and repairing work clothing, which should include: a sewing machine, an electric iron, a special ironing machine, a set of fabrics and materials for repair, threads, needles, etc.

2.9. When issuing selected workwear, the stamp of the institution and structural unit is placed on the collar or collar of the jacket and the lining of the trouser belt with indelible paint.

2.10. Warm workwear and safety shoes should be issued to workers and employees with the onset of the cold season, and with the onset of the warm season they should be accepted by the “PPE Point” for organized storage for the next year. The time for using warm workwear and safety footwear is set by the administration together with the trade union committee, taking into account local production and climatic conditions.

3. Storage of personal protective equipment

3.1. Workwear, safety footwear and other personal protective equipment received from the supplier must be stored in a storage room for workwear, safety footwear and other personal protective equipment.

The room must be dry, heated, with natural ventilation, providing one air change per hour.

The room for storing workwear made of rubberized fabrics and rubber shoes should be dark, with an air temperature of +5o to +20o C and a relative humidity of 50-70%.

3.3. Storage of personal protective equipment can be carried out on racks, brackets, in boxes, sorted by type, height and protective properties.

3.4. Safety belts should be stored hanging or laid out on racks.

3.5. It is recommended to store fur products (sheep coats, sheepskin coats, etc.) on racks with the front side inward folded in half lengthwise.

When storing fur and wool products, it is necessary to use some kind of anti-moth preparation, packed in cotton bags, which are placed between the products.

3.6. Workwear made from rubberized fabrics and rubber shoes should be stored at a distance of at least 1 meter from heating systems.

3.7. Safety footwear (boots, boots, slippers) should be stacked on racks in pairs (boots with straightened tops).

3.8. Felted shoes are stacked on wooden flooring in stacks no more than 1.5 meters high.

3.9. Personal protective equipment (helmets, goggles, gas masks, respirators, etc.) can be stored on racks either in the form of individual products or packaged in boxes, bags, packs.

3.10. Storage of protective clothing received from workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and directions of the sanitary inspection authorities.

3.11. To ensure the quality of stored PPE, it is necessary to carry out periodic (at least once a quarter) selective (at least 10% of the total quantity) visual check of the condition of the products.

RECOMMENDATIONS FOR ORGANIZING THE WORK OF THE COMMISSION OF AN ENTERPRISE, INSTITUTION, ORGANIZATION<*>ON THE QUALITY CONTROL OF PERSONAL PROTECTION EQUIPMENT FOR WORKERS IN PRODUCTION<**>

1. General Provisions

1.1. These Methodological Recommendations have been developed on the basis and in development of the Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment (PPE), approved by Resolution of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions dated May 24, 1983 N 100/P-9.

1.2. The commission for quality control of workwear, safety footwear and other personal protective equipment supplied to the enterprise is approved by a joint decision of the administration and the trade union committee of the enterprise.

It is recommended that the Commission include representatives of the administration (heads of labor protection services, logistics, accounting, employees of other services, commodity specialist) and the trade union committee of the enterprise (deputy chairman of the trade union committee or chairman of the labor protection commission). The size of the Commission is established depending on the amount of personal protective equipment received by the enterprise, but not less than three people.

If necessary, specialists from relevant services of third-party organizations may be involved in the work of the Commission.

1.3. The main task of the Commission is to prevent the use at the enterprise of personal protective equipment that does not comply with the application in terms of assortment, models, sizes, heights, colors, generic characteristics and other quality indicators established by the relevant standards, technical specifications, and other regulatory and technical documentation (Appendix 1 ).

The functions of the Commission also include establishing terms for wearing (using) personal protective equipment that has been used and has undergone appropriate preventive treatment and repair.

1.4. The quality of personal protective equipment is checked by the Commission as it arrives at the enterprise’s warehouse, but no later than within 10 days from the date of receipt.

1.5. To check the quality of personal protective equipment in the warehouse of the enterprise, a room must be allocated with a workplace equipped with a table, a measuring instrument, the necessary control devices and devices, regulatory and technical documentation, catalogs, reference books on personal protective equipment and other manuals, a journal for recording the results of inspections (Appendix 2).

2. Procedure for checking the quality of personal protective equipment

2.1. Each batch of personal protective equipment received by the enterprise must be subjected to a commission external inspection and checked for compliance with the declared range of models, sizes, heights, colors, generic characteristics, and purpose.

2.2. Personal protective equipment received by the enterprise must be subject to selective, but not less than 10% of the incoming batch, control for compliance of the main characteristics of the products with the indicators established for them by standards, technical specifications and other regulatory and technical documentation.

2.3. Each package (batch) of personal protective equipment should be checked for standard labeling data, including protective properties.

2.4. In addition to the label, all items of workwear must bear a stamp with the image of the trademark, the name of the location of the manufacturer, and designations for protective properties. In complete products (for example, a jacket with trousers), designations are placed on each product included in the set.

2.5. The quality of received PPE must be checked based on key indicators, in accordance with the current regulatory and technical documentation.

2.5.1. For workwear:

Correct labeling;

Compliance with product dimensions, symmetry of shapes and arrangement of paired parts;

Quality of stitches, seams;

Correct handling of fasteners and paper clips;

Uniformity of the wool flooring.

2.5.2. For safety shoes:

Correct labeling;

Compliance and quality of materials and fittings used;

Correspondence of linear dimensions;

Pair of shoes by size, shape, color;

Quality of fastening of shoe parts;

Quality of internal parts (backs, toes);

The quality of fastening of the lining (presence of unsmoothed folds inside the shoe, lining lag).

2.5.3. By mittens:

Correct labeling;

Compliance of the materials used;

Compliance with product dimensions;

Quality of stitches, seams.

2.5.4. For respiratory protection<*>:

Completeness of delivery (presence of passport, operating instructions), correct packaging, size range of face parts of gas masks;

The presence of deformations and mechanical damage to the front parts, connecting tubes, filters and other elements, the integrity of the glasses, the presence of inhalation and exhalation valves;

Compliance with the marking of PPE filter elements specified in the application and guaranteed storage periods.

2.5.5. For eye and face protection:

Completeness of PPE markings (presence of passport, operating instructions);

External condition of personal protective equipment, glasses and sight glasses (absence of sharp edges, cavities, cracks, sagging, chips and other defects);

Strength of fixation of spectacle and sight glasses;

Possibility of replacing spectacle and sight glasses without the use of special tools.

2.5.6. For head protection (helmets):

Completeness of delivery of products (presence of a balaclava, cape, operating instructions);

Availability and correctness of markings (manufacturer’s trademark, number of regulatory and technical documentation, date of manufacture, helmet size);

Appearance of the case and internal equipment (no cracks, swelling or sharp edges, presence of leather covering on the frontal part of the supporting tape);

Reliability and strength of fixation of the carrier tape and chin strap according to size.

2.5.7. For safety belts:

Availability of markings, passports and operating instructions (markings must include: manufacturer's trademark, belt number, quality control department mark and date of manufacture);

External condition of the elements of the safety belt (absence on fabric parts: tears, violations of the integrity of seams, breaks in fabrics in places where rivets are installed; on metal parts: cracks, cavities, burrs and violations of the anti-corrosion coating);

Reliable operation of the buckle and carabiner (the belt should be unfastened and fastened without difficulty, the carabiner should be opened with one hand only after pressing the safety device).
